Forecasters are now pushing back their finance charge rate cut predictions to November or December, while markets are bitting the first cut will come next year.
But there is some relief in sight for businesses and households with mortgages.
Some economists say the revised stage three levy cuts that come into effect from mid-year are as good as one or two finance charge rate cuts.
The Reserve lender will hold its next meeting on finance charge rates on May 7.
